MIEL Batang Kali Industrial Area (Kawasan Perindustrian MIEL): What to Check Before You Buy or Rent a Factory
Kawasan Perindustrian MIEL is an older, built-up industrial area in Batang Kali, Hulu Selangor, listed by the state among the 24 industrial areas under Majlis Perbandaran Hulu Selangor (MPHS). It carries the name of Malaysia Industrial Estate Berhad, set up in 1964 to develop industrial estates. Most deals here are existing factories, so check the title by official search, the CF or CCC, the MPHS licence and any machinery that needs a DOSH certificate.
Key Takeaways
- Kawasan Perindustrian MIEL, Batang Kali is on the Selangor State Assembly list of industrial areas by council as one of 24 areas under Majlis Perbandaran Hulu Selangor (MPHS), next to Kawasan Industri Selisek, also in Batang Kali.
- The name comes from Malaysia Industrial Estate Berhad (MIEL), which the government set up in 1964 to pioneer industrial estates across the country, according to a 2018 MITI keynote speech. The company is now known as MIDF Property Berhad.
- It is an established, working estate. A 2025 written answer listing factory workforces includes 15 company entries addressed at the MIEL area in Batang Kali.
- JPPH-registered transactions for Hulu Selangor District show terrace factories at a median RM250,000 (RM114 psf of land) and industrial land at RM32 psf of land over 24 months to August 2026.
- Because most units are older, the checks that matter are the title (official search), the CF or CCC, the MPHS licence and any boiler, pressure vessel or lift that needs a DOSH certificate of fitness.
Where is the MIEL industrial area in Batang Kali, and who governs it?
Batang Kali is a mukim in the Hulu Selangor District, north of Rawang and Serendah. The MIEL estate sits in the Batang Kali cluster of industrial areas. In the state assembly's 2025 list of industrial areas, MPHS has 24 entries. They include Sungai Choh and the Perodua area, Bukit Beruntung, Bukit Tagar, the UMW High Value Manufacturing Park in Serendah, Kawasan Perindustrian MIEL in Batang Kali and Kawasan Industri Selisek in Batang Kali.
The council was Majlis Daerah Hulu Selangor (MDHS) until 21 October 2021, when Utusan Malaysia reported its upgrade to Majlis Perbandaran Hulu Selangor. Older approval letters, plans and licences for factories in the estate may therefore carry the MDHS name. That is normal, but the current owner or tenant should hold a licence issued by MPHS.
For road access, Federal Route 1 runs north from Sungai Choh to Serendah and Batang Kali, and Federal Route 3208 (Jalan Bukit Beruntung) links Sungai Choh with the North-South Expressway at Bukit Beruntung. Drive the route at the hours your lorries will use it, because trunk-road traffic through the town centres decides delivery times more than distance does.
What is MIEL, and why does an estate carry its name?
MIEL stands for Malaysia Industrial Estate Berhad. In his keynote at the 2018 Industrial Park Forum, the Second Minister of International Trade and Industry said the government set up MIEL in 1964 to pioneer the development of industrial estates throughout the country, and that private developers followed. The same speech says MIEL is now known as MIDF Property Berhad.
Several older estates in Malaysia carry the MIEL name. The same state list shows a Kawasan Perindustrian MIEL in Pandamaran under the Klang council and a MIEL estate in Bandar Baru Bangi Section 13. When you search for listings or documents, add the words Batang Kali so you are looking at the right estate.
The practical point is age. An estate built by a public developer decades ago will have a mix of original buildings, extensions and rebuilt units. Each one needs to be checked on its own papers, not on the estate's name.
Who operates in Kawasan Perindustrian MIEL today?
The estate is occupied and working. In a March 2025 written answer, the state listed companies in Hulu Selangor with their local and foreign worker numbers. Fifteen entries carry a Kawasan Perindustrian MIEL, Batang Kali address, alongside many in Bukit Beruntung. An older 2013 assembly answer named the MIEL estate among the industrial areas in the Batang Kali state seat, and estimated about 2,500 factories operating in that seat at the time.
For a buyer or tenant, an occupied estate brings neighbours with trucks, shift workers and existing utility connections. Ask about the neighbouring units' activities before you sign, especially if your own process is sensitive to dust, odour or vibration. If you plan a medium or heavy process, read Ms Teh's guide to light, medium and heavy industry before you shortlist units.
What do factories and industrial land cost around Batang Kali?
There is no separate published series for the MIEL estate alone, so use the district figures. JPPH-registered transactions for Hulu Selangor District (all registered records available so far, latest month August 2026) show:
| Type (24 months) | Registered deals | Median price | Price psf of land |
|---|---|---|---|
| Terrace factory | 258 | RM250,000 | RM114 psf of land |
| Semi-detached factory | 37 | RM2.52 million | RM149 psf of land |
| Detached factory | 10 | RM8.65 million | RM121 psf of land |
| Industrial land | 86 | RM2.3 million | RM32 psf of land |
Registered factory tenancies over 24 months had a median rent of RM0.85 psf/month, with terrace factories at RM0.79 psf/month (median monthly rent RM1,300 for about 1,860 sq ft) and detached factories at RM1.08 psf/month (median monthly rent RM12,000 for about 13,450 sq ft). In the 12 months to August 2026, the district recorded 159 industrial deals worth RM541.43 million. The most active park in the registered data is Bukit Beruntung, with 132 deals in 24 months. Every sale psf above is per sq ft of land, not built-up area. See the Hulu Selangor transaction prices and rents for the full series.
What should you check before buying or renting a factory in the MIEL estate?
Title and tenure
Do not rely on a listing's description of tenure or land use. Order an official search (carian rasmi) for the exact lot. The Selangor land office's e-Tanah portal allows official and private searches online without visiting the counter. Confirm the registered owner, tenure and lease expiry if leasehold, the category of land use, express conditions, and any charge or caveat. If the land is not already for industry, our guide to land title and conversion in Serendah and Batang Kali covers the steps.
CF or CCC
Before 2007, a completed building could only be occupied once the council issued a Certificate of Fitness (CF). For plans submitted after 12 April 2007, the Certificate of Completion and Compliance (CCC) system applies, with the certificate issued by the principal submitting person. In an older estate you will meet both. Ask for whichever applies to the original building, and check whether later extensions, mezzanines or added bays were approved.
MPHS licence and use
Ask the seller or landlord for the current MPHS premises licence and the activity it covers. If your activity differs, check with MPHS before you commit, because the licence follows the activity and the premises.
Machinery under DOSH rules
The Factories and Machinery Act 1967 has been repealed. DOSH's FAQ on the change says owners no longer apply for first or periodic factory inspections after 31 May 2024, and that periodic inspection of machinery that needs a certificate of fitness is now handled under the Occupational Safety and Health Act 1994. If the sale includes a boiler, pressure vessel, lift or crane, ask for its current certificate and inspection dates.
Power and services
Ask for the TNB account, the supply capacity on the bill and the last six months of bills. For a rebuild or a bigger load, plan the supply application before you sign.
Is the MIEL estate the right choice compared with nearby areas?
Batang Kali suits buyers who want an established estate, smaller units and lower entry prices than the southern Klang Valley. Larger, newer plots are more common in Serendah and Sungai Choh, and the Rawang or Serendah comparison sets out land, power and access for those choices. Automotive suppliers should also read the Perodua Sungai Choh supplier guide. Browse current factories and the north Selangor corridor to compare.
