Pulau Indah Industrial Park (PIIP) Factories on Soft Ground: Piling, Settlement and King Tide Checks

Written by Jason Low, PEA 1478 · Updated

Short answer

Pulau Indah Industrial Park was built on former mangrove swamp, and valuers have said its soft soil raises piling and building costs. Before buying, check the floor slab, loading bay and drains for settlement, ask for the soil investigation report, piling records and Forms G1 to G3 behind the CCC, and confirm the platform and access road level, since king tides of 5.7 m to 5.8 m have hit the Port Klang belt.

Key Takeaways

  • Pulau Indah Industrial Park (PIIP) was built on former mangrove swamp. In a 2009 report, the developer Central Spectrum told The Edge that the park land "was a mangrove swamp", and a valuer quoted in the same piece said that because of the soft soil, "piling and building costs go up".
  • Engineers who studied Klang Clay at Bukit Tinggi, Klang, found very soft to firm silty clay down to 25 to 30 m, with sandy layers, seashells and decayed wood in places. Ground like this settles slowly for years after it is loaded.
  • The typical defects in an older factory on soft ground are a sunken or cracked floor slab, a gap between the apron and the loading bay, and drains that fall the wrong way. Most of these come from settlement, not from the steel roof structure.
  • King tides reach the Port Klang belt. On 8 October 2025 Utusan Malaysia reported a forecast tide of 5.7 m with Pulau Indah roads among those expected to flood. Platform level and drainage are part of the price you pay.
  • Ask the seller for the soil investigation report, the piling records and the certified Form G1 to G3 that sit behind the CCC, then walk the floor with a level and a camera before you sign.

Why does the ground in Pulau Indah matter when you buy a factory?

Most buyers looking at a factory in Pulau Indah Industrial Park (PIIP) compare land size, power and distance to the Westport gate. Those matter, but the ground under the building decides how the factory will behave over the next twenty years. PIIP is a large leasehold tract next to Westport, and the developer has described the original land as mangrove swamp. In the same 2009 report, valuer James Wong said portions of the land were low-lying and needed to be reclaimed, and that the soft soil pushes piling and building costs up. If you are weighing the wider Pulau Indah town market rather than this park, Ms Teh Seok Hoon covers it in her Pulau Indah industrial property guide.

Soft marine and alluvial clay is common along the Klang coast. Gue & Partners engineers, writing about a 1,200 acre development at Bukit Tinggi in Klang, described the deposit as "very soft to firm silty CLAY up to a depth of 25m to 30m" over silty sand, with organic matter, seashells and decayed wood present in places. Their site investigation used 29 boreholes and 1,260 field vane shear tests, which tells you how much testing a serious project on this ground needs. Bukit Tinggi is inland from Pulau Indah, and every lot is different, so do not assume a depth for your lot. Treat it as the reason to ask for the report on your lot.

For you as a buyer, soft ground shows up in three places: the cost of building on vacant land, the condition of an existing building, and the risk of water at the gate.

What goes wrong with factories on soft clay?

A second Gue & Partners paper on piled raft foundations over very soft clay lists the problems engineers design against: excessive differential settlement, negative skin friction and bearing capacity failure. In plain terms:

Problem What it means What you see in an older factory
Differential settlement One part of the building sinks more than another Cracks in brick walls, doors that jam, roller shutters that no longer close evenly
Negative skin friction The soft clay settles and drags down on the piles, using up part of their capacity Columns that look fine while the slab between them has dropped
Ground-bearing slab settlement A slab laid on fill rather than carried on piles sinks with the clay Ponding on the floor, cracked joints, forklift ramps that have become steeper
Platform settlement outside The yard and apron settle at a different rate from the piled building A step at the loading bay, broken drains, water flowing towards the building

The same paper explains that piling into a hard layer controls settlement of the building itself, but the clay around it keeps moving. That is why many factories on soft ground have a building that stands still and a floor, yard and drains that keep sinking. The authors used a temporary surcharge of 2 m to 5 m of earth to settle the ground before building, and limited the relative rotation of the structure to 1/350 to prevent cracking in walls. You do not need to check these numbers yourself, but you should ask whether the platform was preloaded and whether the floor slab is suspended on piles or laid on the ground.

What should you check on site before you buy?

Walk the factory with the questions below. Take photographs and note locations so your engineer can follow up.

  • Floor slab: look for long straight cracks, cracks around column bases and ponding after washing. Roll a ball or use a laser level across the floor in two directions.
  • Loading bay and apron: check for a step or gap between the building and the yard, damaged dock levellers and patched asphalt.
  • Drains and sumps: check that perimeter drains fall towards the outlet, not back towards the building, and that manholes have not dropped away from the road surface.
  • Walls and shutters: diagonal cracks above doors and windows, and shutters that bind on one side, point to uneven movement.
  • Racking and machine bases: if the previous user ran heavy racking or presses, ask whether they sat on separate piled bases and whether the bases were removed.
  • Platform level: compare the floor level with the road crown and the main drain. A factory floor that sits only slightly above the road has less margin in a heavy storm or king tide.

For vacant land, the questions shift. Ask whether the land was filled, when, and to what level, and get a soil investigation report before you price the building. On the Klang coast the piling and ground treatment budget can change your total cost more than a small difference in land price.

Which documents should the seller give you?

A completed factory in Selangor needs a Certificate of Completion and Compliance (CCC). Behind the CCC sit 21 stage certification forms, Form G1 to G21, set out in the Second Schedule of the Uniform Building By-Laws. The first three are the ones that matter most for soft ground:

  1. Form G1: earthwork, certifying it was done according to the approved earthwork plan.
  2. Form G2: setting out, signed by the contractor, the principal submitting person and a licensed land surveyor.
  3. Form G3: foundation, signed by the contractor and the submitting person.

After G1 to G3 are certified, the principal submitting person notifies the local authority through the One Stop Centre. Copies of the certified Form G are deposited with the professional board and the local authority within 14 days after the CCC is issued. When you buy, ask for copies of the CCC with Forms G1 to G3, the soil investigation report, the piling layout and piling records, and any later renovation or extension approvals. If the building was extended without approval, the new part may not have been piled at all.

How do king tides and drainage affect Pulau Indah factories?

Pulau Indah sits at the mouth of the Klang estuary, so sea level matters as well as rain. On 18 October 2024 a king tide peaked at 5.8 m and, according to Utusan Malaysia, the only access road into the Telok Gong industrial area and village was under more than 0.5 m of water, passable only by large vehicles. A year later, Utusan reported a forecast tide of 5.7 m on 8 October 2025, with 17 locations at risk around Port Klang. Kampung Sungai Kembong and Kampung Sungai Pindah in Pulau Indah were named, and roads in Telok Gong, Pandamaran and Pulau Indah were expected to flood.

None of this means a PIIP lot will flood. It means you should ask the owner and neighbours what happened on those dates, check the level of the access road as well as the lot, and confirm that the drains along your road discharge freely. If you are also looking at Telok Gong Industrial Park, the 2024 report about its single access road is worth reading before you shortlist.

What do registered prices in Pulau Indah look like?

FactoryHub's summary of JPPH-registered transactions for Pulau Indah, Westport and PIIP shows 38 industrial deals totalling RM175.07 million in the 12 months to July 2026. Over 24 months, 7 detached factory deals had a median price of RM17.8 million, which is RM221 psf of land, on a median land area of 116,279 sq ft. Industrial land recorded 30 deals with a median of RM14.76 million, or RM82 psf of land. Registered detached factory tenancies show a rent of RM1.68 psf/month across 8 tenancies.

Because these are prices per sq ft of land, they do not tell you what the building or its foundations are worth. Two detached factories at the same land psf can differ a great deal in value if one has a suspended piled floor in good condition and the other needs a new slab. Build the cost of any repairs into your offer.

Questions people ask

01Is Pulau Indah built on soft ground?+

Pulau Indah Industrial Park was developed on former mangrove swamp, according to its developer in a 2009 report in The Edge. A valuer in the same report said parts of the land were low-lying and needed reclamation, and that the soft soil raises piling and building costs. Conditions differ from lot to lot, so ask for the soil investigation report for the lot you want.

02What are the signs of settlement in an older factory?+

Look for long cracks or ponding on the floor slab, a step between the loading bay and the yard, drains that flow back towards the building, and diagonal cracks above doors. Roller shutters that bind on one side also point to uneven movement. Photograph each defect and have an engineer review it before you sign.

03Which documents should I ask for when buying a factory in Pulau Indah?+

Ask for the CCC together with the certified Forms G1 to G3, which cover earthwork, setting out and foundation. Also ask for the soil investigation report, the piling layout and piling records, and approvals for any later extension. An extension built without approval may not be piled.

04Do king tides affect factories in Pulau Indah?+

Utusan Malaysia reported a 5.8 m king tide on 18 October 2024 that cut the only access road into the Telok Gong industrial area, and a 5.7 m forecast on 8 October 2025 with Pulau Indah roads expected to flood. This does not mean every lot floods, but you should check the platform level, the access road and how well the drains discharge.

05What do registered factory prices in Pulau Indah look like?+

JPPH-registered data summarised by FactoryHub shows 7 detached factory deals in 24 months to July 2026 at a median of RM17.8 million, or RM221 psf of land. Industrial land recorded 30 deals at a median of RM14.76 million, or RM82 psf of land. These are land-based figures and do not reflect the condition of the building or its foundation.
