UMW HVM Park (Bandar Industri Bernilai Tinggi), Serendah: Plots, Who Is There and What to Check Before You Buy or Rent

Written by Jason Low, PEA 1478 · Updated

Short answer

UMW HVM Park, known in Malay as Bandar Industri Bernilai Tinggi, is UMW Development's 861-acre managed park in Serendah, under Hulu Selangor council. About 563 acres are industrial precincts, with plots from about 1 acre to 34 acres on a 2024 layout. UMW Aerospace, LONGi, MCE and NovaAir are there. Before you buy or rent, confirm the plot is free, the lease left, park fees and TNB capacity.

Key Takeaways

  • UMW HVM Park and Bandar Industri Bernilai Tinggi are one place. UMW Development markets the 861-acre park under the English name and uses the Malay name in its address, 48200 Serendah. Selangor's list of industrial areas puts it under Hulu Selangor Municipal Council (MPHS).
  • UMW's own plans differ. Its June 2024 presentation shows Precinct 5C at 139 acres and Precinct 6 at 6 acres, while the Northern Zone plan on its website shows 147 and 4 acres, marked subject to change. Ask for the current plan with your plot marked on it.
  • The occupiers I could confirm include UMW Aerospace, LONGi, MCE Holdings and NovaAir. On 4 November 2026 Google named the park as a target location for a data centre campus that is still being planned.
  • Buying here is not the same as buying in an open estate. In 2018 UMW's property division said it screens investors and requires construction to start within two years of signing. Ask whether that still applies.
  • I have no JPPH line for this park alone. For the wider Serendah area, JPPH-registered transactions record 72 industrial land deals in 24 months at a median RM2.47 million and RM37 psf of land.

What is Bandar Industri Bernilai Tinggi Serendah, and is it the same as UMW HVM Park?

Yes, it is the same park. UMW High Value Manufacturing Park is the brand, and Bandar Industri Bernilai Tinggi is the name you will see in addresses, including UMW Development's own office in Precinct 3. The park is in Serendah, in the Hulu Selangor district, and UMW's June 2024 presentation describes it as 861 acres aimed at aerospace, automotive and advanced manufacturing.

Not all 861 acres are factory land. The same presentation counts about 563 acres of industrial precincts. In 2018 UMW told The Edge that roughly 60% of the land was meant for industry, 15% for supporting commercial uses, 20% for mixed development and the rest for public amenities.

My park page carries the live units and the short facts. This guide is for the questions that come after you have found a plot or a building you like.

Which precincts and plot sizes does the park have?

The park is split into a Southern Zone and a Northern Zone. This table combines UMW's 2024 presentation with the Northern Zone plan on its website. I read the plot sizes off the drawings, so treat them as approximate.

Zone Precinct Acres in 2024 What the plans show
Southern 1 68 UMW Aerospace on 23.54 acres, with smaller plots of about 2 to 8 acres
Southern 2 81 The smallest plots, from about 1.09 acres, up to 11 acres
Southern 3 17 Plots of about 2.5 to 6 acres
Southern 4 28 Includes a plot of 22.22 acres, the size sold to Perodua
Northern 5A 140 One block, marked sold
Northern 5B 82 A 38.08-acre block marked reserved, and plots of 3 to 8.93 acres, two marked sold
Northern 5C 139 (147 on the website) Last phase. Parcels of 4 to 34 acres in 2024, one block on the website plan, next to a TNB PMU site
Northern 6 6 (4 on the website) Last phase, with plots of about 2 acres

Neither plan tells you what is unsold today. The presentation says its layout is subject to design and approvals, and the website plan says it is subject to change. In August 2022 UMW said about 84% of the Southern Zone had been taken up, so I would not assume a small plot there is still available from UMW. If you need one, a resale or a plot elsewhere in Serendah may be the realistic route.

Which companies are already in UMW HVM Park?

UMW said in 2022 that 40 companies had committed to the park. I have not found a full public list, so this table covers only names I could confirm from a government document or a news report.

Company What it has there Source
UMW Aerospace Fan case plant for Rolls-Royce on 23.54 acres The Edge, 2018 and UMW layout
LONGi Bought 140 acres for RM304.92 million in 2022, solar module plant started in 2023 The Edge, 2022 and Saur Energy, 2023
Perodua Sales UMW announced the sale of 22.22 acres to it for RM52.27 million in 2023 The Edge, 2023
MCE Holdings MCE Auto Hub on 3.24 hectares, automotive electronics, launched July 2026 NST, 2026
NovaAir 300 tonnes a day liquid air separation unit, commissioned August 2026 MIDA, 2026
UMW Industrial Power Services Approved project for generator sets, Jalan Titanium 2, Precinct 1 Selangor approvals list
Tremco CPG Malaysia Approved project for floor coatings and waterproofing sealants, Jalan Titanium 2, Precinct 1 Selangor approvals list

A manufacturer that buys oxygen, nitrogen or argon may want to ask NovaAir about supply, since MIDA lists those gases among the plant's output. An automotive supplier can look at who is already here, but should not treat a neighbour as a guarantee of orders.

Can anyone buy a plot, and on what terms?

Not automatically. In a 2018 interview, UMW's property division said it scores investors on job creation, investment value and manufacturing process, and that some applicants did not meet the requirements. It also required construction to start within two years of signing. That was eight years ago, so treat it as a question to ask and not as today's rule.

When a buyer asks me about a plot here, these are the questions I put to UMW's business support unit, which it describes as the single point of contact for investors:

  1. Which plots are unsold, which are reserved, and can I see the current plan?
  2. Is there an individual title yet? What are the land category, the express conditions and any restriction in interest?
  3. How many years are left on the lease? The plot sold to Perodua was reported as industrial leasehold, but I have not found the lease length in a public UMW document. My freehold and leasehold guide explains what changes for the buyer, and my Serendah land title guide covers the title checks.
  4. Is there a deadline to start building, and what happens if I miss it?
  5. What is the yearly park fee? UMW said in 2018 it would look after security, access, common areas and amenities for a fee. Ask for the amount, how it can rise and who pays after a resale.
  6. Are there design rules or green rating requirements my building must meet? UMW describes the park as GreenRE rated.

If you are buying from an existing owner, ask the same questions, and also whether UMW's consent is needed and whether any building deadline passes to you. Then have your lawyer confirm the answers against the title and the sale agreement. Building your own plant also brings insurance and contractor questions, covered in my build-to-suit guide.

How much does land or a factory cost here?

I have not found a published price list, and the registered data I use has no separate line for this park. Two deals were reported by name: LONGi at RM304.92 million for 140 acres and Perodua Sales at RM52.27 million for 22.22 acres, the second a related party deal because UMW holds 38% of Perodua. Those are single deals of large plots, so they are not a price guide for a 3-acre buyer.

For the wider area, these are Serendah transaction prices and rents from JPPH-registered transactions, 24 months to August 2026. They cover all of Serendah, where the most active estate is Bukit Beruntung with 132 deals in 24 months, so they are not this park's price. Every psf is per sq ft of land.

Type Deals recorded Median price Typical range RM psf of land
Industrial land 72 RM2.47 million RM908,000 to RM4.32 million RM37 psf of land
Terrace factory 256 RM245,000 RM180,000 to RM339,000 RM114 psf of land
Semi-detached factory 28 RM3.16 million RM695,000 to RM3.8 million RM213 psf of land
Detached factory 8 RM8.65 million RM5.89 million to RM17.75 million RM166 psf of land

Registered factory tenancies number 30 in 24 months, with a median rent of RM0.95 psf/month, typically RM0.70 psf/month to RM1.10 psf/month, and a typical term of 21 months. These are the registered records available so far, not every unit sold or rented.

Can you rent a factory in the park instead of buying?

Yes, where an owner lets its building or a lease is arranged. UMW's property division said in 2018 that many foreign investors prefer to lease, and that it could arrange this itself or through another land owner. Ask UMW what it offers now.

If you rent inside the park, I would add these to the usual factory rental checks:

  • Does the lease need any consent from the park manager, and does your activity fit the park's rules?
  • Who pays the park fee, the landlord or you?
  • How do trucks, visitors and contractors pass the guardhouse, and at what hours? UMW describes managed ingress and egress with 24/7 patrols, which is useful for security but needs planning for deliveries.

If you need a small unit soon, compare the factories for rent around Serendah and the older Bukit Beruntung industrial area nearby.

What does Google's data centre plan change for nearby factories?

Less than the headlines suggest, at least so far. Google's Ken Siah said on 4 November 2026 that two more Selangor campuses are still being planned, with locations targeted at Eco Business Park in Puncak Alam and this park. The report gives no acreage or precinct.

A day later, Sunway Construction announced an RM1.74 billion agreement with an unnamed international hyperscaler for a data centre in Serendah, starting in the fourth quarter of 2026 and taking four years. The report names neither the customer nor the park, so do not assume the two are the same project.

Three practical points for a factory buyer or tenant:

  • Power. Datuk Seri Anwar Ibrahim said Google will pay fully for its electricity and the direct cost of connecting to the grid. That settles who pays for Google's connection, not how much spare capacity your plot has. UMW's plans mark a TNB PMU site and TNB reserve land in the Northern Zone, so ask TNB in writing about your load. Work out the load with the factory power calculator, and see my compact substation guide if you may need your own.
  • Price. The registered data stops in August 2026, so it cannot show any effect yet. Ask anyone quoting a premium for a recorded deal of the same type and size.
  • Lease timing. With registered terms typically at 21 months, a lease signed now could expire while construction is under way, if the projects proceed. Agree a renewal option and a rent formula early. FactoryHub has more on what the Google plan means for owners and tenants.

How is the access, and should you count on the ECRL?

UMW's presentation gives about 4 km to the Rawang Bypass, 8 km to the Sungai Buaya interchange and 10 km to the Bukit Beruntung interchange on the North-South Expressway. I check those routes at shift change with the longest vehicle the client will use, because a distance on a slide says nothing about a right turn across traffic.

Inside the park, UMW says Northern Zone roads are up to 100 feet wide with a dual carriageway, and its plan names a 132-foot Persiaran Aeroangkasa and a centralised truck bay. The 2024 layout marks 80-foot roads in parts of the Southern Zone, so check the road in front of your own plot.

On rail, the presentation places the ECRL Serendah station about 3 km away, labels it an inland port and cargo hub, and says the park is inside the MPHS local plan's cargo oriented development radius. The Gombak to Port Klang section is scheduled to open in January 2028. I have not seen a published siding or freight rate for this park, so price your haulage by road and treat rail as a possible later saving.

For workers, the presentation shows a proposed 18-storey labour quarters with 6,120 beds under Act 446. Ask whether it is built, what a bed costs and how many are open to your company before you count on it.

Does the park suit your plant, or is another Serendah estate better?

In my view the park suits a manufacturer who wants a controlled gate, wide roads and a large plot, and who will accept the screening, the fees and the leasehold title. It suits a small workshop less well, because the smallest plots are about 1 acre, while the registered terrace factory in Serendah has a median land size of 2,002 sq ft and a median price of RM245,000.

Before you decide, check that your process fits. Ms Teh's light, medium and heavy industry guide explains the categories, and MPHS and UMW can confirm what they allow on your plot. If you are still choosing between towns, my Rawang and Serendah comparison sets out land, power and approvals side by side.
